Based on the assumption that generation companies can utilize the open information in electricity market to form the probability estimation on competitors'strategic behavior, a Cournot game model based on the option with maximized expected revenue and two stage incomplete information in spot market is built; a nonlinear complementary method to solve the built model is given and the impacts of probability estimation of competitors'strategic behavior, risk evasion factors and conjectural variable on strategic behavior of generation companies are analyzed.
