This dissertation analyzes the efficiency of the public expenditure on basic education from the viewpoint of economics and input mode firstly, and divides the evaluation scope of the public expenditure on basic education into three levels, the endogenous efficiency, the section performance and the unit efficiency. Then I analyzes the problem of the efficiency of the public expenditure on basic education, such as the gross financial input, the expenditure structure, the equilibrium between city and rural district and the supervision, as well as the cause of the problem. In the end, I provide some suggestions to improve the efficiency of the public expenditure on basic education, including further increasing the public investment, reforming the public investment system, adjusting public expenditure structure, introducing the education cost account institution, establishing effective supervising institution, controlling school`s size and programming the education scientifically.
本文首先从经济学和投入方式两方面分析基础教育财政支出效率，并把我国基础教育财政支出效率评价的范围分为内源性效益、部门绩效、单位效益三个层次，设计了对基础教育财政支出的绩效进行考核的指标；其次，分析了我国基础教育财政支出效率存在的诸如：财政投入总量、支出结构、城乡区域均衡以及监督管理等方面存在的问题；进而分析了问题的成因；最后，从财政投入与支出结构对策和监督管理与教育规划对策两方面，提出关于我国基础教育如何进一步加大财政投入力度、改革财政投资体制、加快调整财政支出结构以及引入教育成本核算机制、建立有效的监管机制、控制学校适度规模、做好科学的教育规划等思路和对策建议。
As to several conventional tasks in conceptual design, either new methods were proposed or improvements were made to existed methods: a surface elements based method for estimating geometric characteristics was proposed and validated, so that satisfactory wetted areas and cross-section area distribution of complex aircraft models can be got without computing precise intersection curves between component surfaces; the method for estimating takeoff gross weight in preliminary sizing was improved, thus it can be applicable to complex mission profiles and improve the efficiency of mission analysis.
