Based on above results, we developed a defect-dipole relaxation model, and believed that the deficiency in oxygen was related to the appearance of a quantity of defect dipoles, and the relaxation of defect dipole polarization under external field contributed considerably to the dielectric response; the relaxation mechanism was shut off as a dc bias was increased to a field higher than E〓, i. e., a dramatic drop (～10〓) in the dielectric constant occurred.
