According to the requirements of the mechanical properties and structure for forged clean steel tubesheets used for 1000 MW nuclear power plant, the appropriate range of alloying elements was defined by analyzing alloying principle. Smelting and casting was done by electric furnace + ladle furnace + vacuum pouring, and reoxidation was prevented by protective casting. Over-amplitude defects in the core of forgings during upsetting were prevented by particular upsetting process. With appropriate heat treatment process, the mechanical properties were improved.
